The State Council, China's Cabinet agreed Wednesday to start issuing licenses to mobile operators for developing the third-generation (3G) high-speed networks.

It was agreed at an executive meeting of the State Council that the conditions for handing out the licenses were mature.

China's 3G networks will be based on three technological standards, including the Chinese-developed TD-SCDMA (Time Division Synchronous Code Division Multiple Access), Europe's WCDMA and North America's CDMA 2000.
