<full-text><![CDATA[ A Singapore official on Friday reiterated Singapore's continued commitment to working with Singapore's Changi Airport's partners to climb to a higher altitude.       Speaking at the 53rd Assembly of the Presidents of the Association of Asia Pacific Airlines, Singapore's Minister in Prime Minister's Office, Second Minister for Finance and Transport, Lim Hwee Hua said that to help the aviation industry cope with the financial crisis, in January this year, the Civil Aviation Authority of Singapore (CAAS) expanded the budget for its Air Hub Development Fund to 130 million Singapore dollars (90.9 million U.S. dollars).       This was used to fund a 15 percent rebate on office and airline lounge rentals, and a 25 percent rebate on landing fees for 2009, she said, adding that a further 70 million Singapore dollars (48.95 million U.S. dollars) relief package was added to fund other rental rebates for retail, services and food and beverage concessionaires at Changi Airport.       Lim also reiterated Singapore's full subscription to the principle of unfettered market access for all economic players, revealing that with the signing of the Association of Southeast Asian Nations'(ASEAN) Roadmap for Integration of Air Travel Sector(RIATS), which provides for liberalization of passenger air services amongst ASEAN capitals.       Beyond ASEAN, the region would then be well-positioned to engage as a bloc, to liberalize the air services regime with major economic powerhouses such as China and India.       This, coupled with the renewed commitment by Asia-Pacific Economic Cooperation(APEC) economies to further liberalize trade and investment in the Asia-Pacific, will put airlines and other aviation industry stakeholders in this region in an advantageous position to seize new opportunities when the global economic recovery finally takes off, she said.   &$<i>&$Source: Xinhua&$</i>&$ ]]></full-text>

<full-text><![CDATA[A photo exhibition, entitled "Our Children, Our World," was launched on Thursday at the UN headquarters in New York on the eve of the Universal Children's Day and the 20th anniversary of the adoption of the UN Convention on the Rights of the Child, both of which fall on Friday.    Consisting of some 100 selected images depicting the lives of children from 26 countries and regions, the exhibition seeks to bring the world's attention to the well-being of children around the globe.    In a written message delivered by Zeng Hu, head of Xinhua's North American bureau, Xinhua President Li Congjun said that Xinhua and the United Nations Children's Fund (UNICEF) have jointly initiated a campaign to promote better understanding of the situation of children worldwide, as well as a 24-hour global live coverage on the Universal Children's Day.       Nearly 100 Xinhua photojournalists and contracted photographers were involved in a two-month photo coverage of the topics and events of the Universal Children's Day, Li said. More than 180 children from over 40 countries and regions were also invited to "take pictures of their world from their unique perspectives."   The photos on display were only a small portion of nearly 7,000pieces that have been received from around the world, he said.       "These photos, on the one hand, display the colorful life of children and bring up memories in adults of their happy childhoods. <full-text><![CDATA[The Italian government must implement a concrete action plan to promote children's rights in the country, said Vincenzo Spadafora, President of United Nations Children's Fund (UNICEF) Italy, on Thursday.   Friday marks the celebration of Universal Children's Day and the 20th anniversary of the Convention on the Rights of the Child. More than 150 events are planned worldwide.       The Italian committee for UNICEF staged a commemorative event named "The Winds of UNICEF" on Thursday.       At the opening of the ceremony, Spadafora urged all countries, including Italy, to do more for children's well-being and rights. "We are living a social emergency, often underestimated," he said.       Spadafora criticized the fact that concrete laws, action plans and an infancy ombudsman are still missing from the Italian legislation.       "Even in Italy, there is a lack in basic children's needs, and I appeal to the government to increase efforts and financial resources," he said, adding that it is crucial to always keep the infancy issue at the top of both the national and global agenda, not only when there are commemorative events.       Spadafora also called for a major contribution from civil society, public opinion and even youths themselves in securing a better future for Italian and world children.       He presented the special edition of the annual report, The State of the World's Children, to discuss the achievements over the past two decades.       Despite efforts and successes in promoting children's rights, the state of global infancy remains unstable, and more needs to be done, the report said.       Rome's former mayor Walter Veltroni also took part in the celebration. When he was in office, Veltroni made frequent trips to Africa to assist the local population and contribute to the building of school villages.       He even led a delegation of Italian scholars to Mozambique and Rwanda.       For this occasion, the album "The Rights of Children" was presented by one of UNICEF's leading photographers, Giacomo Pirozzi. The album contained pictures of suffering and exploited children.       The participants in the video-contest "A Moment of Rights," jointly sponsored by UNICEF and the Italian state television RAI, were awarded prizes.       Three Italian schools won the contest, and several students and their teachers were present at the event.       The videos focused on children's rights and on the obligation Italian children felt to take part in this global issue. RAI contributed to the anniversary with a TV spot, highlighting children's needs.       According to the UN report, 20 years after the adoption of the convention guaranteeing children's rights, an estimated 1 billion children still lack services essential to their survival and development.       However, a lot of progress has been achieved. The number of deaths of children under age 5 has dropped from around 12.5 million in 1990 to an estimated 8.8 million in 2008, a 28 percent decline. <full-text><![CDATA[ Discrimination against female children is a serious problem around the world and it must be addressed by the international community, chief of the United Nations Children's Fund (UNICEF) Ann Veneman said Thursday.    "This is the first and ultimate discrimination against the girlchild, when there is selective abortion by people in some countries because a boy child is favored over a girl child," Veneman said during a press conference at the agency's headquarters in New York. "This is an issue that the world needs to address."       Veneman made the comments at the launch of UNICEF's flagship "The State of the World's Children" report, which was published in time to mark the 20th anniversary of the Convention on the Rights of the Child on Friday.       "Why is it that girls will be left to die sometimes after they're born, that they won't be fed, that they will be left without access to education?" asked Veneman.       "There are many areas around the world where there is such low esteems put on the girl child. These kinds of things indeed do happen and it is simply unacceptable and appalling," Veneman said.       UNICEF ambassador and actress Lucy Liu, whose family is from China, said at the press conference that customs and traditions play a vital role in understanding the discrimination that takes place in countries where favor is placed on the male.       "In some countries, the most important thing is lineage," she said. "They want their name to be carried down. They don't really want their name to be lost. That's the only thing that's going to survive them. Immortality is not of the flesh but of the name."       Veneman said that many countries have the problem, which was mainly caused by complex national policies and ingrained cultural traditions. Such as in India, the gender ratio is 93 females for 100 males and the country is missing roughly 10 million girls over20 years.       Even though sex-selective abortion has been illegal in India since the 1990s, cultural norms place a premium on males. Girls are thought to be more expensive as a family is obliged to pay a dowery when she marries. This can be virtually impossible for poorer families.       Liu called on the international community to make greater strides towards understanding cultural differences that could lead to gender discrimination in a bid to help address the problem.       "Ultimately, from a very realistic point of view, we have to understand and respect other peoples' cultures," she said. <full-text><![CDATA[The UN Economic Commission for Latin America and the Caribbean (ECLAC) said on Thursday that poverty affects children 1.7 times more than adults and affects women 1.15 times more than men in the region.   The ECLAC said Thursday in its report "Social Panorama of Latin America 2009" that women in all the countries of the region are more exposed to poverty than men, specially in Panama (1.37 times more), Costa Rica (1.30 times more) and the Dominican Republic (1.25 times more).       In 13 of the 18 studied countries, the situation has been worsened between 2002 and 2008, and by 2009 it will be even worse, the ECLAC said.       Regarding children under 15 years old, in all the countries in the region except in El Salvador, the poverty gap between children and adults has increased in the last six years, mainly in Argentina, Brazil, Panama, Uruguay and Venezuela.       For example, in Uruguay the poverty rate is 3.1 times higher in children than in adults, while it is 1.8 times higher in Chile and1.3 time higher in Nicaragua.       According to ECLAC Executive Secretary Alicia Barcena, "it is urgent to apply long term policies directed to children and youngsters, who are future productive engines of the society, and to offer women greater access to job opportunities to stop the poverty circle."       According to the ECLAC, the poverty of women has extended to their children.       It is necessary to promote employment among women, to redistribute the non-paid work at homes and to extend the school coverage of the children, the ECLAC said.       For example, in Uruguay the daily average hours that a woman spends on non-paid work at home is almost five hours, and that's more than seven hours in Guatemala.       While in the case of men, except in Guatemala, they do not spend more than two hours a day doing non-paid works at home.       The ECLAC made some suggestions to solve the poverty problems of these social sectors, which include extending the school coverage of the children under five years old and extending the school hours,.       It proposed to create collective care services for senior citizens, invest more in preventive health, punish acts of discrimination against women at work places, and redistribute the non-paid work at homes.     &$<i>&$Source: Xinhua&$</i>&$ ]]></full-text>

She is on a recovery path after missing last year's Beijing Olympics.       The former world 3,000m steeplechase champion is now at home after competing in a series of events in Europe.       The 10km women's race will be held along with the full marathon, half marathon and the 10km corporate categories. <full-text><![CDATA[The Ugandan Police Anti Terrorism Unit will be on guard against terrorism threats at the forthcoming MTN Kampala International Marathon slated for Nov. 22.       Aggrey Kagonyera, the organizing committee chairman, was quoted by the state-owned New Vision daily on Wednesday saying that they were not taking anything for granted by involving security agencies to boost the police personnel.       "What is paramount in this marathon is security for everyone competing and their property," Kagonyera was quoted as saying.       "We want to make sure that by the end of the day, no one is hurt as it is with other international events," he noted.       At the same time, Red Cross will provide 15 ambulances and manpower to be stationed at different points throughout the route in case of first aid would be needed.       The annual marathon, organized to raise funds for the underprivileged, has attracted a record 19,058 participants and over 200 corporate teams. The start and finish point has been moved from Lugogo Bypass to Kololo Airstrip.       The 6th edition of the Kampala International Marathon will start on Sunday with the full marathon at 6.30 a.m.. <full-text><![CDATA[The Ugandan Police Anti Terrorism Unit will be on guard against terrorism threats at the forthcoming MTN Kampala International Marathon slated for Nov. 22.       Aggrey Kagonyera, the organizing committee chairman, was quoted by the state-owned New Vision daily on Wednesday saying that they were not taking anything for granted by involving security agencies to boost the police personnel.       "What is paramount in this marathon is security for everyone competing and their property," Kagonyera was quoted as saying.       "We want to make sure that by the end of the day, no one is hurt as it is with other international events," he noted.       At the same time, Red Cross will provide 15 ambulances and manpower to be stationed at different points throughout the route in case of first aid would be needed.       The annual marathon, organized to raise funds for the underprivileged, has attracted a record 19,058 participants and over 200 corporate teams. The start and finish point has been moved from Lugogo Bypass to Kololo Airstrip.       The 6th edition of the Kampala International Marathon will start on Sunday with the full marathon at 6.30 a.m.. In addition, he will work closely on NBA Cares outreach efforts with Hall of Famer Bob Lanier who serves as Special Assistant to the Commissioner.       "Dikembe's extraordinary accomplishments on the court and in the community demonstrate why he is one of sports' outstanding humanitarians," Stern said.       "His commitment to using the values of our game to improve the lives of so many is an example of the special role we have in being leaders in social responsibility."       Mutombo started the Dikembe Mutombo Foundation to improve living conditions in his native Democratic Republic of Congo in 1997.       His commitment to improving the health, education and quality of life for the people in his birthplace led to the construction and opening of the Biamba Marie Mutombo Hospital and Research Center, a 29 million dollars, 300-bed hospital in Kinshasa named after his late mother.       Regarded as one of the top post defenders of all time, Mutombo will also play an important role in the mentoring of current players.
